Los Angeles-based cost-per-action advertising network Hydra is staffing up, saying Thursday that it has named Mitchell Dimler as its Chief Information Officer. Compton-based Belkin International , a maker of electronics accessories, disclosed this morning that it has hired on a Chief Information Officer, Deanna Johnston.
